This gesture is a ritual 叉手礼, the forked hand salute, with the left hand clasped over the right thumb, the left pinky rushing towards the elbow, and the right hand with the four fingers flat and the thumb upturned.

It appears in basically every episode of “The Longest Day In Chang’an”, and is accompanied by a sound like “Re 喏”.
